National Monetisation Pipeline: lease public assets at scale

NITI Aayog's NMP put about ₹6 lakh crore of central brownfield assets on a four-year monetisation roadmap (roads, rail, power, pipelines, airports, and more). Officially a lease/recycle plan. Politically sold and attacked as privatisation by another name.

In August 2021 the Finance Minister launched the National Monetisation Pipeline. Official estimate: about ₹6 lakh crore of monetisation potential from FY2022 to FY2025 across more than a dozen ministries.

Government framing: ownership stays with the public sector; private operators get limited-period rights; proceeds fund new capex. NMP 2.0 later raised the ambition further, with PIB claiming most of NMP 1.0's target was met.

Citizen framing: when highways, rail, airports, and pipelines move into long private operating rights, households still pay tolls and tariffs while control of everyday infrastructure shifts. Calling every lease a 'scam' overshoots. Calling it routine housekeeping understates the scale.

What is proven here

Proof level: official-record on the pipeline and target size (PIB / NITI). Whether monetisation is good policy remains contested. Not listed as a criminal fraud judgment.
