Education cess collected, classrooms still waiting
CAG repeatedly flagged Secondary and Higher Education Cess sitting in the Consolidated Fund instead of flowing to the earmarked fund. Later Health and Education Cess still shows short transfer and slow spend on paper.
A cess is sold as earmarked money for a purpose. If the purpose fund never gets the cash, the label is marketing.
CAG reported that tens of thousands of crores of Secondary and Higher Education Cess collected over years were retained in the Consolidated Fund. Madhyamik and Uchchatar Shiksha Kosh was created late and operationalised even later. Later CAG and budget reads still show large untransferred or unspent education-linked cess.
Government replies talk about eventual transfers and scheme funding from the general budget. Citizens still ask a simple RTI question: how much cess was collected, how much reached MUSK or successor funds, and how much was actually spent on schools and colleges.
This sits next to exam-leak anger for a reason. When trust in exams collapses and education money looks parked, students feel the state is collecting twice and delivering once.
