In plain words A challan alleges a traffic offence and demands fine or court appearance. You can pay or contest with evidence through the proper channel.

In plain words These three papers decide legality of driving and often decide who pays after a crash.

When it matters: Before buying a used vehicle, before a long trip, or when a lender holds RC.
